Q: my iphone wont activate because the activation server can't be reached

my data limit was exceeded and so it shut off and then all of my apps that i use data for (example snapchat instagram) signed me out then i got onto wifi and nothing would work so I tried to restart my phone and plug it into my computer and it brought me to a page were it tells me to choose a wi-fi network and i click on the one that is mine and it says my iphone can't be activated  and to try again in a couple minutes and i have been trying for 30 minutes
