As far as I know, you can download free virtual machine images of Windows 7 and 8 and 10 with a specific version of Internet Explorer for testing purposes. These are 90 day limited testing images and will stop working once the time limit is reached. XP is not available in this format.
I'm not aware of any full Win XP installation being available for free.
