Q: No WiFi detected or Network found???

My IPad 2 was working fine yesterday am and now can't find any network or join manually. I have shut down, refreshed, restored, updated to 9.3.4 and now does not work. I just restored to factory settings and can not get passed Choose a WiFi question to setup. So is this now garbage or is there a fix I have been trying to do this for 8hrs now, very frustrated. Can I go back to an older version of IOS?
