Q: Deleted Pages, Keynote etc. on iPhone, now cost to get back?

Either when I purchased my iPhone or after an software update, I recall having Pages, Keynote and the other Apple productivity applications on my phone. After a while of not using them, I deleted them from my phone. Now, I want to use Pages and iCloud on my iPhone to view notes I have taken on my MacBook Pro. I went back to the store to download them but they are no longer free or in my purchased applications. According the the Apple Support article, "You can download some Apple apps for free if you activated or purchased an iPhone, iPad, or iPod touch with iOS 9 or later on or after September 1, 2013." I should certainly be eligible, having bought the phone brand new just last year (iPhone 6s+). Is there a way to still get these applications free?
