You need to contact the previous owner and get them to release it from activation lock in their iCloud account. There is no other way for you to activate and use that iPhone.  If they cannot or will not help you, try to get your money back. Apple will not help you to defeat activation lock

No.  Sorry. The iPhone is useless to you until the prior owner removes it form his account.

You can try to return it for a refund.

No, Apple will not violate anyone's privacy just because you ask them to. You made a private purchase, so your only recourse is to deal with the seller. If you cannot contact them or they refuse to help, there is nothing you can do to use that device. Apple will not get involved at all.

    Hi,

You will probably have a very low chance on getting it unlocked, but you could always try to convince Apple by calling with them. They can make exceptions for removing iCloud but only if you convince them enough. In you're case you'll probably have no chance. But here you can find the correct number: https://getsupport.apple.com/

    Kind regards.

From your description of how you acquired the phone, and the fact that it is activation locked, there is a very high probability that you purchased a stolen phone. The whole point of activation lock is to assure that stolen phones can never be used again. Thus, unless you can contact the person who set the lock you have an iBrick.

That "convincing" has to come in the form of an original proof of purchase or legal proof of inheritance.
