Q: How can I change my apple ID for inactive email address?

How do I reset my apple ID to different email address when I can't remember security questions? Page says I am unable to reset apple ID as have had too many attempts at security questions.  Unable to reset security questions as keeps asking me same questions that I don't know the answer to.
