Aug 15, 2016 9:05 PMby Rysz,It shouldn't be that slow, especially in loading web data. You should check your internet connection and Wi-Fi, or at least reset your router.
Try these standard troubleshooting steps.
Reset: hold down the Home and Power buttons until you see the Apple logo (10-20 seconds).
If this doesn't help, you might need to Restore your iPhone.

If your backup is to iTunes, make sure it's an encrypted backup.

It is only a three year old device and is still being supported and will continue to be supoorted when the new iOS 10 becomes available.
You can look through my list of things to try here and see if you missed anything that you can do to help your iPad's performance.

Turn off your router for 30 seconds when its back on .
Reset network settings on iPad after reset enter your router wireless key .
Later go to website for your make of router check for firmware update .
The router that your isp gives you is only a cheap one if you can buy
A better one like a NETGEAR .
