Aug 15, 2016 9:54 PM in response to Joemac8by ckuan,Purchased books from iBooks Store will alway appear there for you to re-download if needed.
Are you saying the books you've synced/downloaded are not in your iBooks app?

Aug 16, 2016 6:04 AM in response to ckuanby Joemac8,The books appear, but they end up in the cloud without me putting them there. I live in a rural area with no internet service. I download my books in town. Sometimes when I get home,I find some of my books went to the cloud. I then have to wait until the next time I go to town to once again download them to my iPad so I can read them. I want to stop them uploading to the cloud by themselves.

Aug 16, 2016 9:57 AM in response to Joemac8by ckuan,You need to delete some stuff you don't need, 13 MB is not enough.
You need at least 10% of your total capacity.

Aug 16, 2016 6:12 PM in response to Joemac8by ckuan,Do you have a computer?
You can use computer iTunes to download all the books you've purchased.
You can then sync books to your iPad as needed.

Books do not upload itself. iCloud is there for downloading/streaming.
Maybe you didn't download the books but was using streaming to read?

Aug 17, 2016 5:49 AM in response to ckuanby Joemac8,I Fully download the books. I do all books the same and never stream. Still, some books go to the cloud by themselves. I have never sent a book to the cloud

Ok.
You didn't answer my question:
Do you have a computer at home?
With the iPad after you downloaded all the books, you transfer the purchases to your computer iTunes and then sync the books from there without using the Internet.
