Welcome to Apple Support Communities!
I see that after updating to iOS 9.3.4, when you try to send a photo via text or email it fails to add it, and it never loads the image.
I completely understand. I often send many images on my iPhone. Let's work together and find the best resolution to this issue.
First, please close all open apps that are running in the background of your iPhone. This will make sure that nothing running in the background is causing an issue when you add an image into these apps. The following article will help:
Force an app to close on your iPhone, iPad, or iPod touch
Then, please give your iPhone a fresh restart. The following article will help you restart:
Restart your iPhone, iPad, or iPod touch
Once you've done both, please test and see if you get the same result when adding an image to Messages and Mail.
Best Regards.

Thanks for trying those steps. We have a couple more things for you to try.
First, please make sure that you have a backup of your iPhone's important data. The following article will help you make a backup:
How to back up your iPhone, iPad, and iPod touch
Then, use the following article and restore your iPhone to factory settings:
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Once you've restored, please test by adding an image to Messages and Mail, and see if you get the same result.
Cheers!
