Reset iPhone settings - iPhone
http://help.apple.com/iphone/8/#/iph7a2a9399bReset iPhone settings. Go to Settings > General > Reset, then choose an option:
Reset Location & Privacy: Resets the location services and privacy settings to their defaults.
Reset All Settings: All your preferences and settings are reset.

I have the same problem as jsnaktz, and your response is not helpful. I have apple pay enabled, and I have added my credit card to apple pay. This problem occurs within Safari. When purchasing from within safari, safari recognizes that the fields are for entering credit card information. But - when I select the option to scan, it activates the camera but the camera field is black. It doesn't work.

I thought it was likely a settings issue, but didn't think of the privacy settings for my camera.
You saved me lot of time!
