But this often isnt possible anyway given the varying size of storage on devices and the cloud. The iCloud tends to be the largest free storage for most people and as such should be the hub of a persons data. If that's not the purpose of the iCloud then it should be.
There is no reason why you shouldn't be able to specify which item is synced to which device. It's a basic feature and it's bizarre that Apple haven't implemented it yet

Yes there is, Apple don't provide it. But you can turn iCloud Library on or off for each device.

Email selected photo in iphone to yourself. Open email and save photo to icloud. Delete photo from iphone and delete email. Photo appears on icloud and disappears from iphone.
