The only other alternative would be to create an Album in the Photos App (there you can rearrange them manually) or use a 3rd party App. Neither will display the file names. You may need a MacBook to do what you want.

Regarding your question, an experienced colleague here on the ASC uses Photo Manager Pro. I have not used it so I cannot vouch for it myself.
