You don't really move data to iCloud.  In general, iCloud allows you to redownload some iTunes purchases.

What exactly do you want to do?

You can't. That's not how iCloud works. iCloud is for backups. You can not upload data to iCloud and delete it from your device. If you need to make room on your phone, go to Settings>General>Usage>Storage>Manage Storage. See what is taking up space and decide what you can do without and delete it, you can import photos to you computer and delete them off of the device to save space. You can also delete movies and videos that take up large amounts of storage and download them again later, as long as they are still available in the iTunes Store - or better still transfer all purchase into iTunes on your computer first. Then you can delete any purchase and sync them back again when needed again.

it says that the phone storage is full but icloud has only 4.3 available, can i transfer the phone storage to icloud?  like pokemon go and such, i am trying to give my dgtr more space in her phone

Your iCloud storage plan does not work to free up storage space on your iPhone.
