Let's assume bar 15-17 is the range you want to cut out (bridge)
Manually Move
Make sure that all Regions are cut at bar 17. Now select all Regions beyond that bar 17 and drag them to bar 15 as an entire selection
Arrangement Markers
A more elegant solution involves the Arrangement Markers (Track ➤ Show Arrangement Track). However, this requires that you know how to use them. In the screenshot, I created an Arrangement Marker (named "X") for the section I want to cut out (bar 15-17). If I delete that Arrangement Marker (select that Arrangement Marker and hit the delete key), that "time" section is cut out, which means that all the Regions after bar 17 are moved two bars to the left (without the need to first select any Regions).
If there are any Regions at bar 15-17, then that section is cut out first when hitting the delete key, when you hit the delete command. Now you have to hit the delete key again and the "time" will be cut out.

When I attempted to create an arrangement marker, it was always placed at the very beginning of my project; I dragged this section to where I wanted it in the project, but it did not "stick," resumed its original placement at the beginning of the project. There are multiple tracks in my project also.

Arrangement Markers are "powerful", "confusing", "dangerous". The trial an error takes much linger to figure out than a quick look in the user guide.
