1. 12.4.3.1 (Current)
2. 12.4.2.4 (2016-07-18)
3. 12.4.1.6 (2016-06-02)
4. 12.3.3.17 (2016-03-21)
and the problem still persists. I am wondering if my operating system is what's preventing it..... it's a brand new computer

Try right-clicking the downloaded installer and using Run as Administrator.
Try reducing the level of the Windows User Account Control setting.
Try the "for older video cards" version as a workaround.
