They helped me find a temporary work around with adding a phone number through iCloud account settings on iOS. I'm hopeful there be an elegant solution whenever Apple School Manager comes out of it's preview status.

Aug 21, 2016 7:55 AM in response to Erik Ohmsby howhat,the ID was originally an iCloud account and I think that's why I was able to apply that fix. I'd suggest calling Apple regarding your issue.

Aug 23, 2016 5:30 AM in response to Erik Ohmsby Erik Ohms,I contacted apple support. They told me to log into icloud with my managed apple id preferrably on a managed device. There I was able to go into the password settings for the managed account and to add a new telephone number for receiving the verification codes.
Note that i had to have access to the old telephone number to be able to receive a verification code before I could change any password info and before I could add a new number.
But it worked. Maybe sometime soon apple will make changing this easier from ASM.
