Apple WatchSee if this helps prior to updating...
Tap Settings > General > Reset > Reset Network Settings
If not, try here > If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support
Declining an update should not effect your Wi-Fi connection unless your device is years out of date.

Both of the last two iOS updates have been solely security updates it it's in your best interests to update. But, no, Apple is not making you. Correlation does not prove causality.
What troubleshooting steps have you taken other then turning WiFi off and on and power cycling the phone? "Etc" is just a tad vague. Have you reset our network settings? Is this happening on all WiFi networks? Or just some? If all, have you tried restoring your phone from a back up?

Reset wifi settings then re-entered my wifi info. It connects, it just runs reeeeaally slow, like 10 minutes to open a page. When I **** wifi off, it works on my network. I have this same problem every single time Apple sends an update to my phone a d I decline it. Then if I accept the update, voila it works. So yeah, I'm intelligent enough to discern the difference between correlation and causation, it simple happens every single time Apple sends an update and I don't accept.

As the OP has not updated to the latest version of iOS, no you're problem is not the same. You should start your own thread. Describe, in complete words and complete sentences what you did and what happened when you tried. If English is not a language in which your comfortable, use whatever one is.

Mac OS XIt may not be your phones problem then, it could be your modem/router. Try to contact your ISP and see if thats the problem.

As this doesn't happen to anyone else, there must be something very special about your phone.
I don't understand this sentence, "When I **** wifi off, it works on my network". What are you doing to your WiFi? Please explain without words that are unacceptable to civil discourse. If you're turing WiFi off, how is your phone then working on your network?

so the forum blocked the word. Sometimes people make typos. Sometimes people speak other languages. If you can't understand them, feel free to stay silent and allow others to answer.

Mac OS XSorry, I did not read that comment, considering it seems that you have tried almost everything possible, you could try and put your phone into recovery mode. But first I would make sure all your phones data is stored somewhere.
