What is your question. The error tells you what you need to do, this thread also repeats what you need to do multiple times.

    CContacting iTunes doesn't do anything....

ive tried, twice, no response back from them, no answer, but after some hard research I found that this is caused by itunes "holding" or "pending" a $1 amount in your bank account. Every time you make a purchase IN-APP, iTunes holds a dollar and also takes out the amount spent. That hold sits in there forever! Ok maybe a week, depending on your bank. The more pending you have the more likely in-app purchases will bounce.

rather stupid if you ask me.

The only solution is to contact iTunes Support. Purchases done online using any bankcard from any retailer, or purchases done with a PIN using any bankcard from any retailer will result in the transactions being put in a "pending status" at the bank in question until the item is actually received and processed.

It is not accurate to indicate that this is the only reason why you might get this message. So, that is why iTunes Support needs to be contacted. So they can tell you what the issue is and how to resolve it.

    But that's the thing....

iTunes contact does absolutely nothing to help. I've called twice and my second call has resulted in "we're still working on it" and it's been over a week.

They don't think they know the answer any more than we do.

And as far as EVERYone taking $1 out.... I've never seen any from department stores or my grocery stores nor do I see any from coffee shops. It's always iTunes...

These are user-to-user forums, nobody on here can help you, you have to contact iTunes Support - it can take them 48 hours to reply, if it's been longer than that contact them again

I Have had this with Star Wars Galaxy Of Heroes which I really enjoy...well 'did' as this stupid blocking is starting to give me serious stress - after half a dozen emails Apple finally responds with a sorry and it should be ok now - it wasn't - a couple more emails and then a response saying sorry again and it should be ok now - I have about five successful purchases and here I am again trying not to smash my iPad Pro against the wall!! Why is Apple so ******** in this matter and why can't they have some simple verification set up to re-authorise purchases - as the first poster said, if parents are stupid enough to give their card details to their kids then they have no recourse - why do I now have to suffer because of their lack of foresight? I am about to miss out on an extremely rare event which is set to disappear in a few days and the purchases would have allowed me to get into the event but I haven't even had a real reply outside of auto responders yet and am not feeling confident at all - I am actually tempted to abandon Apple for everything if this keeps up - I think it may be time to give android a chance to beat Apple and I really am tempted - Galaxy tablet, S7 Edge perhaps at this stage it would be hard NOT to out-perform Apples policies on this matter - oh and I am 'just' 46....Please Apple...may I spend my hard earned/saved money on an in app purchase, pleeez ?  Ridiculous,

Again, this is a user to user technical support forum, so we have nothing to do with our issues with Apple Support. You need to take that up with Apple. As for your ultimate decision regarding what equipment you use in the future, we have zero vested interest in whatever you do, so, you go girl!

Try doing as the message tells you to do and contact iTunes Support - fellow users on these user-to-user forums can't help you
