Q: want to downgrade storage but cannot select "done"

System Preferences>iCloud>Manage...>Change storage plan. Try here as well iCloud storage upgrades and downgrades - Apple Support Hope this helps

I followed the instructions iCloud storage upgrades and downgrades - Apple as well..
