If the songs are on the iPod but not in your iTunes library, iTunes syncing does not transfer songs from iPod to the computer's iTunes library. By design, iTunes syncing is generally in one direction only, from iTunes library to iPod. (iTunes can transfer songs purchased from iTunes Store from iPod to computer, if Apple ID matches, or you can download them again from the iTunes Store.)
If this is the problem, you'll need to use a third-party method or utility to offload song files from the iPod, and add them to your current iTunes library so that it has all of your songs.
2. If you purchased songs on the iPad, they'll appear in your iTunes library on the computer, but they may not be downloaded (stored locally). Purchases items can appear in your iTunes library without being stored locally; as a benefit of purchasing from iTunes Store, you can see and access them by streaming from Apple's servers ("iCloud"). However, to sync to an iPod, song files must be stored locally. Do a Get Info in iTunes on one of those "10ish" songs; in the Info window File tab, check location to see if the song's file is stored locally. If it says "iCloud" there, right-click the song and Download it.
