From what I understand, you want to restore the back up made on your iPhone 6s to your iPhone 4s using iCloud. I know how important it is to get your content back on your iPhone and I'll be more than happy to work with you on this.
Now you should be able to restore the data to your iPhone 4s as long as it has enough space. The first step would be to update your iPhone 4s, it would need to be on the same or newer iOS version than what the back up was made on. For example, if the back up was made on iOS 9, you would need to be on iOS 9 on the iPhone 4s. Once this is complete, you can restore your iPhone from an iCloud back up using this article: iCloud: Restore or set up your iOS device from iCloud
