Q: Restricting who children can email

Is there a way that I can restrict the list of people that my children can email on their iPads to just those that I have created in Contacts?

Restricting accounts only prevents them from adding new contacts or mail accounts but does not prevent them from typing in someone's email address in the Mail app.
