When I hold it down and it brings up the "X" I hit the X and then have the option to cancel and delete. I choose delete and it does nothing. The app just wiggles with the small X in the corner as before. So that option does nothing. I can delete other apps but twitter and messanger do the same thing.

Tap Settings > General > Software Update
Latest iOS version for you iPhone available is 9.3.4.
Then try updating the Twitter app.
