Delete the currently installed Twitter app then re download it from the App Store.

    1. Press and hold down any icon until all the icons begin to jiggle.
    2. Tap the little x in the upper-left corner of the app you want to delete. ...
    3. Tap the Delete button.

I Have tried that numerous times. When I hold it down and it brings up the "X" I hit the X and then have the option to cancel and delete. I choose delete and it does nothing. The app just wiggles with the small X in the corner as before. So that option does nothing. I can delete other apps but twitter and messanger do the same thing.

The problems you are describing might be due to outdated iOS software on your iPhone.

Tap Settings > General > Software Update

Latest iOS version for you iPhone available is 9.3.4.

Then try updating the Twitter app.

Nope, also already done. IOS software 9.3.4 is already currently updated on the phone.  There are three apps that are all doing the same thing. Twitter, messenger and shazam.
