Q: Activation

I Bought an iPhone 6 from someone a day ago I can get in and everything but I can't activate it it says server is unable to blah blah I already checked the activation lock and it says off I can restore the phone from  iCloud what do I do now?

can I have my phone signed  toy Apple ID even if it's iCloud locked ? What  am missing? I also already turned the find my iPhone off and connected it to iTunes and reset  contents and setting
