when apple stop letting a version of ios being signed then you can't install it

you will likely not be able to install any version older than 9.3.2

Not possible.
Apple stopped allowing/signing iOS 8 long ago.
Your iPad 2 is going to be updated to the latest iOS version which is 9.3.3.
No way to change this.
