Q: How can you edit Series Name and Issue number for books in iBooks?

You can easily edit the Name, Author in iBooks for OS X is the list format, but not Series Name and Issue number there. Is there somewhere else to do this.

MacBook (Retina, 12-inch, Early 2016), OS X El Capitan (10.11.5)

You can't edit these metadata in general.

I don't know whether it is some kind of strategy to promote its iBooks Store or not.

But the fact is you just can't edit them in iBooks.app.

However, the conclusion at the beginning is inaccurate. You can change the books metadata by changing the iTunesMetadata.plist (which is wrapped in the epub files) by adding some lines such as

    <key>seriesTitle</key>
    <string>SeriesTitle</string>

But note this kind of metadata will not show in iBooks.app.

You have to change the sqlite files following this thread:

    http://apple.stackexchange.com/questions/151741/ibooks-series-metadata

That is a little bit tricky and need a lot of patience. And I don't really encourage you to do it because sometimes there are bugs that make the iBooks.app crash.
