Second, the app is on my iPad, I tried it but it only allows me to play music from my iTunes library when I activate Home Sharing but it doesn't even turn on the Apple TV so it is not useful.

Are you saying it won't let you connect to the Apple TV, it should.

Have you tried setting it up as an iTunes library and pairing it with a code.
I can't even download the same app to my iPhone 6s.
Assuming you are using the phone on your network, this suggests you may have network issues, there's no reason you shouldn't be able to download the iTunes remote app on your phone.
