Q: I need to turn off iCloud on my old iPad before restoring and giving to a friends child?

I want to give my old iPad to a friend's child. But want to turn off iCloud on THAT device. It also has an un-activated SIM card  because my activated SIM card is in a newer iPad. How do I restore it so that it will be fully functional ??

MacBook Pro, OS X El Capitan (10.11.3)

It's OK to just leave the inactive SIM card in there.
