If it is an older model, Silver Tower. then it is possible has you may be able to download Mavericks or Yosemite
from the purchased section in the App Store.
What age is your MacPro? What OS did it come installed with?
It is also still possible to purchase Snow Leopard on disk, and Lion and Mountain Lion from the online Apple shop once purchased you get sent a redemption code for the download.
What don't you like about El Capitan? Going backwards is often more hassle than it is worth, Apple are only providing Security and Safari updates for OS's Maverick and above. Plus third party developers may have stopped support for older OS's
The new OS Sierra will be out fairly soon also, but according to which MacPro you have you may not be able to install it.
