You can always send feedback to Apple, but the purpose of macOS/iOS is to distinguish Apple's hardware devices, so there is no incentive to port it to other platforms. A previous attempt at licensing the OS was almost fatal to the company, so anything along these lines is highly unlikely.

If you want to "Skin" Linux so it looks like Mac OS X, Google "Mac skin for Linux" and you will find links about making your Linux distro look like a Mac. That is about as close as you are going to get Linux.
Otherwise by a Mac, as Apple is a hardware company, and they make their money from selling hardware, not software.
