Q: Time Machine server doesn't work on localhost

To sum up, I have a TM server running on my network.
I'd like the server TM to backup to the same external drive as my other computers.

However, it doesn't see localhost TM as a backup destination, only the physical drive itself for TM backups.

Is there a fix for that?

OS X Server will no longer mount its own shares. AFAIR this used to work back in the days of Snow Leopard (?) but no more. AFAIK, the workrounds are either

    (a) Partition the TM drive and use one partition for local backups, or

    (b) Create a suitable sparse disk image and put it on the TM drive. Mount the image and then get TM to backup to this. You will probably want to setup some automounting arrangement:

auto mount disk image on boot

    (a) is my preferred method.
