It's an absolute pleasure to welcome you here to the Apple Support Communities! Because I use a MacBook Air with a smaller storage capacity, I know all about using external drives for storing music. I'd love to work with you in finding a solution that will match your specific needs. It seems like those two libraries, both local and NAS, make up your entire collection. It may be best to have all of your content in one location or the other.
In your specific situation, check out the following reference materials to organize those media files and then select which library you wish to use. It may be best to work from one library or the other.
Locate and organize your iTunes media files
Open a different iTunes Library file or create a new one
For the content that's only present on your devices, check out this guide:
Redownload or transfer your iTunes Store purchases from an iPhone, iPad, or iPod to a computer
Have a phenomenal day!

See Make a split library portable for some general background. In practice a library stored on a local external drive backed up to NAS for security may be the best approach.
