I am very fond of Windows Vista, but I'm afraid that Apple is not, and I have some really bad news for you: iTunes 12.1.3.6 is not actually "the latest version of iTunes," but it was the last version to support Vista and XP, and it is now nearly a year old. If you visit Download iTunes 12.1.3 for Windows (32 bit), under What's new in iTunes it is noted that "iPhone SE and iPad Pro (9.7-inch) is not supported on Windows XP or Windows Vista." Exchanging the SE for an older iPhone model might not help you much either, because the iOS 10 upgrade coming next month will most likely render all Apple mobile devices incompatible with Vista. I'm afraid the only good solution is a newer version of Windows or a Macintosh.
