I had this problem for a long time and none of the suggestions in this thread worked. At some point I noticed that App Store did not seem to be downloading RAW compatibility updates, even though I checked for them. When I manually tried to download and install a recent RAW compatibility update, v4.03, the OS reported that “A newer version of iPhoto or Aperture is required to install”. I do not use iPhoto (I am a Lightroom user), and upon checking discovered that I had a very old version of iPhoto indeed. So, I updated iPhoto to the latest version, successfully manually installed RAW compatibility update v4.03 and, at last, previews of .ARW files can now be seen in Finder. Furthermore, when I went to App Store and clicked on Updates, it showed that RAW compatibility update v4.04 is available, which I installed in the usual manner.
My conclusion is that the OS does not download RAW compatibility updates unless you have software (iPhoto or Aperture) that can actually use them. My version of iPhoto was too old to support the latest RAW compatibility updates (I am not sure at which point it started to be the case), which apparently is why the OS stopped downloading them and could not show previews of my Sony RX100 files. One would think that the OS should download RAW compatibility updates regardless of software to simply have previews of all possible files in Finder, but obviously it does not do it.
I hope that this will work for some of you, too.

Aug 25, 2016 7:36 AM in response to CJExplorerby philcyb,Hi. I have the same problem a while ago and was searching for solution to no avail. I'm using 10.11.6 on MacBook Pro Early 2011. I'm also doing some photo editing using photoshop with my sony raw files in .ARW. and since upgrading, I could not see thumbnails to all of my photos (as icons). Some are showing, some are not.
Here's what I did that worked.
I copied all 5 .ARW files to a new freshly create folder and walah! thumbnails are showing.
I tried cut, it didn't work. I tried moving folder of these RAWs to another folder, it didn't work either.
No thumbnails appear in Finder View as Icon view.
Conclusion: (50% Maybe)
- When you're doing some editing tools with your RAW files, (in my case photoshop, bridge, lightroom) maybe some hidden thumbnail system file may have been exploited, thus resulting to corrupted thumbnails.
- Thus copying it to a new folder, does not copy the hidden thumbnail system file (maybe LOL), thus recreates a new thumbnail for Finder.
