Q: Accessing Old Photos
Im thinking Im probably screwed but thought Id come here and ask incase Im missing something.
Lost my iPhone about a week ago and haven since replaced the device. Im now reviewing my backups and have logged into iCloud and noticing none of my pictures or videos are saved in a place I can find them. I've done multiple backups of the phone and just assumed (dumb...) that the photo's were part of that package.
My device is gone now and Im trying to discover if I can get my hands on these images somehow.

You won't be able to view the icloud backup on iclouds, only things that you've sync to icloud notes, contacts, calendar.
You can view photos in icloud assuming you did this iCloud Photo Library - Apple Support
if you backed up to icloud then you need to restore your new device to that backup to get your data back, that's assuming you back up on a regular basis.
