Are you saying that if you go to iCloud.com from a browser on a computer, that you are not able to log in? If so your ID has been compromised already and you need to contact Apple to resolve.

It is virtually impossible to bypass Touch ID and Apple ID password protection. Is it possible your iPhone is in possession of someone who knows your passcode and password?

Verizon would have needed to know your Apple ID, extremely unlikely. Did you use the same PW for your Apple ID and the email? If so the thief guessed it or somehow came across a hint about it, not uncommon unless you use complex passwords. You need to take action fast.
