Q: Why no books in Taiwan?

Can you explain why I cannot purchase books from iTunes in Taiwan? I can purchase music and movies, but not books.

    Apparently Apple has not reached an agreement with the publisher to sell them there.

    That's not the correct answer.

    Why can't I buy ANY iBOOKS in Taiwan?

    You will have to ask Apple, you already know that you are only talking to fellow users on here. But before Apple can sell any item in a particular country the content provider/rights-holder has to grant Apple a license to do so - presumably not enough book publishers have so far granted Apple a license to sell books in taiwan (or possibly your country's laws are stopping it), and as we are fellow users we won't know if/when that might change until if/when Apple announce something
