At present, Apple has not announced an Exchange and Repair Extension Program for a flickering or unresponsive screen on iPhone 6 Plus.
If you have not yet done so, it may help to back up your iPhone (you may wish to encrypt the backup, if using iTunes), restore it to factory settings (with a fresh copy of iOS) and test whether the issue persists before restoring from backup:

If the issue persists, I suggest that you contact Apple Support (mail-in service may be available) or make a Genius Bar reservation with a view to having your iPhone checked and, if recommended by Apple, serviced (potentially via chargeable repair service):

I'm afraid that no-one here can you what Apple will decide. You are not talking to Apple here - this is a user-based community.

I have done all of the above and the issue did not resolve itself.
I have been told that my only option is to purchase a new phone.
It is a shame that this is my "only solution" for such an expensive purchase from a trusted company.

Apple will in most cases, offer an out of warranty replacement. While this in fact means you will have to pay for the replacement it is considerably cheaper than buying a new phone.

Just FYI.... Apple never replies to the feedback input form. They read them all and consider the input but never reply. I would follow Phil's suggestion at this point.

In fact it was advised I wait until the 7 is released in hopes of the price dropping on the 6s Plus.

I'm afraid that elcpu is mistaken: Apple does sometimes reply to feedback submissions, although this is not typically the case.
However, to be assured of a response, use one of the contact methods provided in my previous reply.

I appreciate that it is important to manage expectations (my previous reply refers). However, it is inaccurate to say never.
The experiences of other users aside, the feedback acknowledgement advises: "If we need to follow up with you on your ideas for improving xxxx, we will contact you directly."

(I'd go with the one that says they will not respond).

Aug 26, 2016 7:43 PM in response to Jonathan UKby ChrisJ4203,I understand your logic, but many of the users that we provide the link to may not read the disclaimers and have an expectation the feedback link is a communications link with Apple. It is much easier to be surprised by an unexpected response, than to be waiting for something and not receive it.
I can also agree that "never" may have been too harsh of a statement, knowing what I have seen with elcpu, I believe the intent was to just reiterate Apple's initial statement regarding feedback that I copied and pasted. (I don't expect that I could speak for elcpu, but I believe my expectations to be correct) I would imagine in the future that it would be toned down and the verbiage conform with what Apple states. The feedback provider could always read the final statement and take it for what it is worth, but still understand the original statement.
