Q: iCloud Music Library

Clouds - I have about 30 songs in my Music library with a cloud and a line thru it denoting it is ineligible for the iCloud Music Library.  According to the iTunes Help site, this may be due to the size, >200MB, or the Bit Rate, slower than 96kbps.  Neither is the case with my songs, so I'm wondering what else may cause?

In addition, I have about 350 songs with a dotted cloud which signifies the song is being matched, but the process hasn't been completed yet.  Most of these songs were downloaded from cd's I owned.  How long does the processing take?
