Thanks for reaching out to the Apple Support Community. I know how important it is to be able to rely on your phone day to day, and I'd like to help as best I can.
Your instincts are correct; updating your iOS version to 9.3.5 would be a great place to start as the latest version of iOS will include network setting updates, bug fixes, new features, and is compatible with your iPhone 5.
