Q: Fans not properly detecting when to turn up the rpm
Why does my 13" 2015 MB Pro's fan not fully crank up when the cpu temperature is like 100ᴼ? For example my CPU Core 1 would be 80ᴼC and my CPU Core 2 is 100ᴼC, my GPU Core would be 78ᴼC yet the fan still stays at 1300rpm whereas it should be at 4000-6000rpm at this point.
Is it because I have iStat Menus enabled? I've set the fan rules preference on that application to off so It shouldn't meddle with the fan aside from giving my its status.

One thing to try is Resetting the System Management Controller. A diagnostic thing to do is to see if this behavior persists when starting up in Safe Mode. If the fans work properly in safe mode, then you can suspect some software is still interfering with their proper operation when starting up normally.
