Can you please try restating this? I believe there may be a typo or two and I'm not sure exactly what you are asking.

What is the issue? You need to explain in more details. Are you able to connect to Wi-Fi? If not try this:

Connect to Wi-Fi on your iPhone, iPad, or iPod touch - Apple Support

    Hi,

We have no of knowing what you have tried that didn't work  ...

Tap Settings > General > Reset > Reset Network Settings

if that doesn't help, restart your Wi-Fi router and your iPad.

Okay, so it appears that you have a wi-fi only iPad. You seem to be experiencing some issues with downloading. Are you saying that you do not have a wi-fi network available to you at home, school, work, etc.? What is it that you are trying to do with the iPad, download content, backup, what exactly are you wanting to do?

Okay, so the wi-fi on your iPad is not working? Is that what you are saying? If you attempt to turn it on it is not coming on, or you cannot find a wi-fi network to connect to? I'm trying to understand the exact issue here. If you have a wi-fi only iPad, then you need to be in range of a wi-fi network to be able to download anything. You need to connect to that wi-fi network. Are you saying that you do not have a wi-fi network at home, or are you saying that you cannot connect to it?

I believe there is a communication issue here with us. If you have wireless internet, that should be wi-fi. I don't understand why you cannot connect to wi-fi. What is this wireless internet that you have? Are you able to connect any computing devices to that wireless internet?

If you have Verizon wireless internet, you should be able to connect your iPad to that. I've never heard of wireless internet that is not wireless. I suggest you contact Verizon for some assistance to connect your wi-fi device to their internet.

You cannot upgrade the storage on an iPad, or any iOS device. They come with fixed storage capacity. You have to delete content to gain more storage area. You do not need to get online to do that. I believe that you may be misunderstanding the difference between storage on the iPad, and iCloud, which is what you seem to be referring to when you speak about upgrading storage online.
