you can reset the code and the keychain in iCloud will be replaced with the keychain currently on your device.  To do this, follow the instructions under "If you don't have access to another approved device..." in this article: iCloud: About iCloud Security Code alert messages - Apple Support.

Otherwise you would have to contact Apple support to prove your identity and get assistance completing the keychain setup: http://www.apple.com/support/contact/.

Do you mean on your iPhone?

Do you currently have a 6 digit passcode and you want to use 4 instead? If so, on your iPhone go into Settings - Touch ID & Passcode - enter your current passcode - Change Passcode - enter your current passcode - tap Passcode Options - select 4-Digit Numeric Code

Have you tried tapping Forgot code?
