However, your options are limited since the more recent CPUs will not functionally work in a 2008 although they will fit in the socket

I would not get a Mac pro earlier than 2009. They use FB-DIMM memory that run hot and frequently fail. Get a 2009 or later MP

DesktopsApple has said that the 09 model is not be supported in the current-Beta software. Hobbyists have found ways around that. But the 08 model WILL be left behind without some serious hacks.
It does not make sense at this point to spend money updating a Mac that will soon be obsolete.
If an 08 "fell on you" for nothing, that would be fine. But if you have to buy it, I think the advice to start with an 09 as minimum is good advice.

I'm mainly looking to use this for Dual Booting Windows (I'm a gamer but love Macs) so I found this as a practical, cheap and powerful Mac for what I want. So I'm not super comcerned about not being able to use anything newer than El Capitan, though it'd be useful still at times.

the 5,1 firmware will load and run in the 4,1 (2009) hardware.
the only other one that works that way is the 2,1 firmware will run in the 1,1 (2006) and is what you need to support a quad processor upgrade.
all others will turn your Mac into a brick.
