Thanks for stopping by the Apple Support Communities. It appears that you've been having some issues with searching in the App Store for awhile now. I like to use the App Store as well, so I can understand your concern. I'll be happy to help.
If you can’t connect to the iTunes Store, even though this article is titled for iTunes Store, the same steps apply for the App Store. Also, if you haven't already restored the iPhone to factory settings and set up as a new device, you'd want to try that as well, after making sure you have a backup of the iPhone.
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Once you set up as a new device and test the App Store, then you can go ahead and restore from your backup.

Aug 27, 2016 5:24 PM in response to becky_s22by KTomas,As stated in the question, I have backed up and restored as new. It did not help. Also, it did not give me an option to put it under a heading for the App Store or even iPhone so ITunes was the closest option it had. I am an Apple Certified iPhone Tech for ATT, so I have done everything I know how to do to get this working and it has yet to work.
