Q: iPhoto library. Date and time taken mismatch

Trying to combine photos from two different devices, I got a strange glitch, photos taken on my Apple iPhone 6s and added from Apple iPhone 5s (uploaded via web browser to iCloud photos), with similar date and time settings, has different time in stream, but that photos has been made exactly in same time for sure, also exif data for them is correct, and Windows can sort it correctly. One more strange mistake - all photos, on both devices, has been made where time zone is GMT+3, I am living now GMT+5 and photos which made by iPhone 6s has 2 hours difference now in photo stream and photos made on iPhone 5s has 5 hours difference. Why? I'd like to collect photos and keep them in right sequence, but unfortunately can not do that on my apple devices.

    I also import pictures from different devices and get the same mess as you. I use a an app called "Oranizer" (Organizer - All Your Photos in the Right Place) for iPhone/iPad. It allows to edit date/time/time zone (also location) without touching the image. With this I got all my pictures into the right order.
