Mavericks is no longer available for new installs (the same is true for Yosemite). It is only available to current Mavericks owners to re-download. If you previously downloaded Mavericks, then you can get another copy from your Applications -> App Store -> Purchased tab. If you never downloaded Mavericks it is not available.
The one possible option for Mavericks is to make a Genius Bar appointment at an Apple store and see if they will install Mavericks for you.
If you can run Mavericks, you can also run El Capitan. El Capitan has the same system requirements as Mavericks. Although, Mavericks, Yosemite, and El Capitan tend to be a bit more RAM hungry, so I would consider the minimum RAM requirements to be only useful for someone that does not do too much with their Macs (email, some web surfing, maybe listen to music or watch a video, but no heavy duty graphics editing, nor dozens of browser tabs open, and running lots of programs concurrently). 8GB tends to be a good starting point for any Mac that is going to be doing lots of work with one of those versions.
NOTE: If past history is any indication of future behavior, then this fall, when macOS Sierra is released, El Capitan will be removed from the App Store. If you wish to have a future option of installing El Capitan, I suggest you at least download and then quit the El Capitan install to make sure you can download El Capitan again via the App Store -> Purchased tab
