Q: What happens to my iPad 2 after iOS 10 release?
We have multiple iPad 2 at my business. We have had to factory reset some of them when they run into problems. My question is, what happens when iOS 10 comes out? When we factory reset them, they reboot with iOS 6. If Apple stops signing iOS 9 after 10 is released, and our ipads cant update to 10 are they just stuck at 6?

They stop signing the version for devices that are capable of being updated further. If you have a device that is iOS 10 compatible, yes, you are correct, you will not be able to update to iOS 9 after the release of iOS 10. This doesn't apply to devices that can not be upgraded to iOS 10.
For instance, if you had an iPhone 4, with iOS 4, you could still update it to iOS 7.1.2 today.
