I was wondering if I could get any special promotions towards my next iPhone because my 5c has 5 giga bytes of storage from the iOS 9 updates ( it was an 8 gb, but 3 gb were used on the updates). And by special promotions I mean like time sped up till my next upgrade for iPhone or the amount I have to pay decreased

No, three gigs were not used by the updates. The normal amount of storage available to the user on an 8gig phone is about 5 gigs. See this article for the detailed explanation:

So, no, no one is going to give you any special deals because your phone is working as designed.

If you have a subsidized phone from sprint, any upgrades or changes to the terms of your contract will have to be discussed with Sprint, not Apple.
