A search of the forum will produce results of others complaining about the issue. You can contact Apple, but there has not been an announcement of any action regarding this complaint.

If your wife has not yet done so, it may help to back up her iPhone (she may wish to encrypt the backup, if using iTunes), restore it to factory settings (with a fresh copy of iOS) and test whether the issue persists before restoring from backup:

- Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If the issue persists - or if she prefers to skip straight to this step - I suggest that she contacts Apple Support (mail-in service may be available) or makes a Genius Bar reservation with a view to having her iPhone checked and, if recommended by Apple, serviced (potentially via chargeable repair service):

Aug 29, 2016 9:58 AM in response to tmc3pby JimmyCMPIT,Apple is not acknowledging this issue and apparently some of the threads posted on this forum found using various search engines have been removed.
Regrettably This link does not offer a fix for this specific issue as it is not a screen issue, it is an issue with a flaw in chipset responsible for all touch screen interaction.
